Final Report for 2025.\u201d<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event was attended by representatives of the antimonopoly authority, coal companies, exchange trading participants, and members of the business community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the webinar, key findings of the analytical report were presented, and current challenges affecting the stability and efficiency of the domestic coal market were discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants emphasized the need to enhance market transparency, ensure equal access to coal supplies for all categories of consumers, and improve existing trading mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key discussion topics included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>changes in settlement terms and the requirement for full prepayment under contracts;<\/li>\n\n\n\n<li>effectiveness of existing auction mechanisms;<\/li>\n\n\n\n<li>issues related to automated trading and oversight of algorithmic systems;<\/li>\n\n\n\n<li>distribution of responsibilities among government authorities;<\/li>\n\n\n\n<li>logistical constraints and access to infrastructure;<\/li>\n\n\n\n<li>criteria for admission and classification of coal operators.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Special attention was given to market monitoring, prevention of unfair practices, and the introduction of digital tools for controlling both exchange-traded and over-the-counter transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Proposals for the Development of the Domestic Coal Market<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the discussion, participants identified several priority areas aimed at improving market competitiveness and resilience:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>improvement of exchange auction rules;<\/li>\n\n\n\n<li>development of mechanisms for equal access to trading;<\/li>\n\n\n\n<li>implementation of modern market monitoring systems;<\/li>\n\n\n\n<li>establishment of effective mechanisms for government\u2013business interaction;<\/li>\n\n\n\n<li>promotion of open dialogue between regulators and market participants.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The importance of transitioning to real-time market monitoring was also highlighted to enable timely identification of supply shortage risks and to ensure fair pricing.
